As Chairwoman of the Foundation, Tamara is a globally recognized leader in government reform, policy, and digital transformation. With over 15 years of experience, she has built a reputation for driving public sector innovation by introducing modern practices, technologies, and strategies that help governments better serve the public.
In the United States, Tamara led and supported California State Governors’ and Federal Government teams in open government, data, and digital service reform initiatives. Over the past two California administrations, she championed key policy and digital service reforms, shaping public transformation strategies for the world’s 5th largest economy. In 2020, she returned to Europe to serve as Montenegro’s Minister of Public Administration, Digital Society, and Media. Under her leadership, the Montenegrin government reshaped policies and standards, fostered public-private partnerships, reduced costs, improved services, and strengthened innovation and digital service capabilities.
Beyond her government roles, Tamara has built and led govtech startups, recruited and mentored top technology talent, and forged critical partnerships that have transformed how governments solve mission-driven challenges, build trust, and deliver services. As a tech ambassador, entrepreneur, and scholar, she advises government leaders worldwide on tech policy, govtech, public administration reform, and digital transformation.
Through her latest initiative, Rebel Alliance, Tamara and her teams are helping governments in the USA and Europe expand their capacity to serve communities more effectively. As Chairwoman of the Foundation, she continues to drive innovation in the public sector and elevate customer experience in government.
