Helena Lepp has more than 10 years of experience shaping digital government policies and user-centric public services. She is Director of Service Transformation at Digital Nation, advising governments worldwide on digital government strategies, policies, and reforms of digital public services.
Until 2021, Helena served as Digital Services Development Director in Estonia’s Government CIO Office, where she led government-wide digital services design and delivery, established the first national digital services standard and related regulations and policies, and launched Estonia’s life-event and proactive services programme.
From 2021 to 2023, she was a Technical and Digitalisation Expert for the African Union-European Union Digital for Development Hub, supporting more than 15 African governments in identifying and translating their digital transformation needs into actionable projects.
She holds a Master’s degree in International and EU Business Law and is currently pursuing a Master’s degree in AI for Public Services at Politecnico di Milan.
