Impartiality and Independence Statement
To preserve the integrity and credibility of the GovCX Maturity External Validation, our institution maintains a rigorous, transparent, and globally aligned framework for ensuring assessor impartiality and independence. As a non-profit organization dedicated to supporting government excellence, we apply the following safeguards to eliminate any actual, potential, or perceived conflict of interest.
1. Independence of Assessors
All external assessments are conducted exclusively by members of our approved network of Fellows and Advisory Board members. These individuals are recognized experts who currently serve in government or support government entities through advisory roles.
Before participating in any external assessment, each assessor is screened to confirm that they hold no direct or indirect ties, financial, professional, contractual, or personal, to the entity undergoing external assessment.
2. Conflict of Interest Declarations
Every assessor and assessment team lead is required to sign a Non-Disclosure Agreement (NDA), a No-Conflict-of-Interest Declaration, a Code of Conduct for Impartiality
These documents affirm their independence, confidentiality obligations, and adherence to ethical standards.
The signed documents are shared with the assessed government entity to ensure full transparency.
3. Transparent Assessor Selection
Prior to the commencement of any external assessment, the composition of the assessment team, including the team lead, is formally shared with the government entity for review and approval. External assessments begin only after the entity confirms that it is satisfied with the team’s independence.
4. Prohibition of Influence
No assessor may participate in an external assessment if they have previously advised, been employed by, or have any ongoing or prior engagement with the entity being externally assessed. Similarly, assessors must not seek or accept any benefit, promise, or favor that could influence, or appear to influence, the objectivity of their judgment.
5. Logistical Support and Neutrality
Government entities may engage external partners to provide logistical support for assessors, including travel coordination or administrative assistance. Entities must notify us in advance of any such arrangements so that appropriate measures can be taken to safeguard the impartiality and independence of the external assessment process.
6. Organizational Safeguards
Our institution maintains internal processes to periodically review impartiality risks and ensure that no individual, board member, fellow, or external party exerts undue influence over the outcome of the external assessment
